The U.S. Embassy Kigali is now selling surplus property on this web based (online) auction platform. Auctions will be live for a period of time clearly stated on the website during which bids can be submitted. Bidding and payment are done in Rwandan Franc (RWF).
Bidding Rules and Penalties for Unfair Bidding Practices
Embassy Kigali requires transparent and equitable bidding practices during its auctions and may disqualify bids or bar participants who violate standard bidding rules such as one user ID per bidder.
Bidders are expected to pay for and pick up any lots won. Bidders should not increase the lot bid above an amount they are willing to pay (keep in mind tax will be charged by RRA on top of the winning bid amount). If a bidder fails to proceed with the lot purchase, auction administrators will bar the user from participation in future auctions as follows:
Sales may be cancelled at any time and are at the final discretion of the U.S. Embassy Kigali General Services Officer.

At the close of the auction, successful bidders will receive an email notifying of the winning lot. Full payment in Rwandan Franc (RWF) is due five (5) working days from the date the email is sent. Payment is possible only by electronic funds transfer or in person deposit at any I & M branch to the Embassy I & M bank account below:

Payment reference line for either cash deposits or electronic funds transfers must include the following: “Auction; Lot Number; Name” (ex. “Auction; Lot Number 1; Bosco Kubeza”). Multiple won lots can be paid in one deposit by including all lot numbers on the reference line of the deposit.
Receipt of payment is considered complete when money reaches the U.S. Embassy bank account.
Note: It could take more than one day to transfer money from your bank to the U.S. Embassy account. It will not be possible to pick up lots until the U.S. Embassy account shows having received the full payment and RRA has provided the U.S. Embassy with confirmation of payment.
TAXES
For items which the embassy purchased from outside of Rwanda, buyers will be required to pay tax to the Rwandan Revenue Authority (RRA) within five (5) working days from the date the email was sent. Tax rates are dependent on the type of item and are set by RRA. If you wish to find out more information about the tax rates established, please contact RRA.
Proof of RRA tax payments must be kept and presented with bank deposit at time of pickup.
The buyer is responsible for all costs associated with removing the items from the old USAID office in Kiyovu or an alternate location within Kigali. Arrangements for collection day and time are made through emailing the auction manager at KigaliAuction@state.gov.
Lots will be available for collection one week after the close of the auction. Items not collected 15 working days after the close of the auction will be disposed of. In special cases or circumstances, a different pick-up date and time can be arranged by contacting the auction manager.
